Session Description: The final approval of the rules governing legal cannabis in Minnesota was an important milestone in efforts to launch the market before the end of 2025. These rules are intended to be the foundation for a safe and well-regulated market. This session will explain the most important provisions of the approved rules, review important changes from earlier drafts of the rules, and discuss how these rules will be used in the licensing process and when businesses begin operating in the state. The session will also navigate how the rules may impact risk analysis when considering whether to bank cannabis businesses.
